Regulatory Overview
Regulatory (and Itron) certification is a key requirement for Utilities and Cities to take on Partner Products. This reference page provides information on the basic requirements for certifying a Partner Device in each country of operation.

Country Specific Type Approval Procedures
All radio operated devices must comply with country-specific requirements to obtain regulatory or type approval. While there are many overlapping considerations in the compliance of products, there are significant and divergent requirements between major global markets. Depending on the country the necessary processes and approvals can differ considerably ranging from “self-declaration” via “classical type approval” to more complicated rules.
Classic Type Approval
“Classic type approval” processes for radio products apply for most countries in the world including North America.
Either a radio regulation authority or an assigned private certification body assesses the documentation and test reports and issues a certificate. Testing has to be followed through either according to internationally accepted standards or national requirements.
Classic type approval allows for less flexibility than self-declaration. Even minor product changes might require the involvement of local authorities and retesting/certification. Itron recommends using expert consultants to mitigate risks in case the Partner does not have the necessary knowledge in-house.
Self-declaration of Conformity
“Self-declaration” is the most convenient way to handle type approval for radio products and short range devices. Self-declaration is possible for example in the EU and Australia.
The full legal responsibility for the correctness of their statements lies with the Manufacturer/Partner or the entity placing the product with wireless connectivity on the specific market. In order to make sure that the statements the Partner is making are correct, testing in an accredited test laboratory is advised. Contact us in case you are uncertain of how best to act or need an accredited test laboratory recommendation.
In this case no certificates are being issued, so the involvement of a certification body is not required. Company policies and legislation changes require constant monitoring and Itron recommends using expert consultants to mitigate risks in case the Partner does not have the necessary knowledge in-house.
Partner devices integrated with Itron communication modules must also show compliance to country regulations and must follow the mandatory processes to obtain certification in each country of operation.
